Turned dial bottom left down checked after 1-5-10 minutes no change in radiator or boiler temps. Boiler still on 40c mark. Looked in the service manual rather than user manual perhaps the flow sensor needs replacing or something. The odd thing is there is no fault codes suggestion there is...

As you can see even setting the Buderus 600 - 19 S to max for the central heating flow temperature the maximum it goes it 40c. Plus the termostat never goes much above 18-20c in the house even set on max. Any suggestions, would a full service find the issue?
