how does the EAL VRQ Certificate fit into this?

I know these are bunny questions but........... When you've gained part p what does it entitle you to be able to do? ie what are the limitations of what you can undertake? I'm a property developer and I'm now looking to be able to carry out and self certify my own electrical installations...
