But we have air flowing up through the gap and we had heavy rain a week ago which cause sewage smells. I should not be smelling drains from the toilet and the only way I can see it is through this air hole?

Ignore the loft insulation. Just wedging it in to stem the air flow

Concrete floor yes. Could it be a broken AAV in the loft that is just pulling air up all the time?

This should help to show the gap size. It's an internal soil pipe and I wonder if this neat frame was sealed but recent work has broken it all away and now we are seeing this gap?
