It could be caused by a few different things. It could be a faulty thermistor. It could be a blocked h/w heat exchanger It could be PCB Really you need to get a gas safe engineer (who's handy with a multimeter) out to take a look at it. Hopefully it'll be a dodgy thermistor (cheapest option)
