is the sump the big rubber black tube type thing with the ball in it? If it is I've already cleaned that, if its not... I don't know what the sump is :? I don't know what the power to the pump is, the thing I used didn't give an output, it just gave a reading if the pump had power or not...

No doesn't make a noise at all. All you can hear is some switches making noises, might be the water level valve thing that makes the noise? If I put it on pump out, lights go on, then machine makes a few noises (think its the water level thing, sounds like a click), then the light goes out...
