I have moved into a new property and am unsure if the shut off valve lever on the oil tank is in the CLOSED or OPEN position. It is currently pointing DOWN, does this mean it is CLOSED. The only other position, if I turn it anti-clockwise is across i.e ----- parallel to the feed line...
