Cylinder jacket - brilliant idea - is this a common solution for man hole insulation?

Hi All My outside water supply froze last year :( I need to insulate the man hole cover. Should I use kingspan or polystyrene sheets (wrapped in plastic sheeting to weatherproof) and then weighted down. Any advice please? Many Thanks, Paul.
