Finally got hold of a mate who's an Engineer but lives miles away, he reckons the diverter valve motor is a common issue on these boilers. Agrees that it's not the condensating pipe or Siphon. Will get another Engineer out & see what he says. Anybody come across issues with the diverter valve...

Update for those with similar issues..... The syphon trap was full of sludge and was then emptied out. Plumber says that, as condensing waste is dropping internally into washing machine waste, it has blocked with the sludge. Recommends condensing waste is diverted externally via 22mm pipe fixed...

I'm open to correction here, but I'd say those sewers are privately owned by your good self. All sewers from the connecting MH onwards are under the ownership of your local water co. Just give then a call + e-mail you drawing query over to them, hopefully they can clarify.

A DPC is usually 150mm up from the external ground level. If the new works are higher / level than the existing DPC then yes it's virtually useless. Could they not have excavated prior to the works to ensure the DPC integrity wasn't compromised & thereby maintaining the 150mm level difference?

I'd agree with the OP's thoughts, I thougt that was the point of the neighbour consultation scheme........if your neighbour don't agree to over 3m (semi's + terraced) then you can only extend by 3m under PD?
