    Soil pipe through soffit

Hi Is it ok to run a soil pipe from outside to inside via the soffit and then put an air valve on it in the loft? I am assuming they still do not make an external air valve. Also if i am changing soil pipes and downpipes but not the underground system do I have to put a soakaway in? Cheers
