Thanks to everyone for the replies. I have spoken to the planning dept in the area and they assure me they will not be allowed to build on it.

I am about to buy a property that has some land to the side of it also for sale. This "spare" land is 160ft long but only 20ft wide with access from this 20ft side only. No rear access. The long part goes between two houses. If I don't buy it could someone build a house/bungalow on it?
