There is no washer in this tap if Im not mistaken but a ceramic disc. Try for a replacement cartridge online. Identifying the thing may well be the biggest problem. You can always buy a replacement tap as a last resort.
If you are keeping the elec shower and go down the pump route make sure you read the manufacturers instructions for the shower regarding pressure. If its a Triton Cara I would try and take it back, they're disgraceful. Salamander make decent pumps
Hahaha thats inventive. Try closing down one of the valves on the bottom rad and you will balance them. A little tweeking and you should get them up to temperature simultaniously

Google approved document H, sanitation. Longest run in 40mm allowed is (1"1/2) if I remember righlty is 3M. You need to make sure its on a gradient which is more pertinant than the bore of the pipe.
