These look like Marley Modern roof tiles which have a minimum-pitch requirement of 17.5 degrees. A standard Velux installation can go as low as 15 degrees but it’s not recommended. You need to contact the Architect/Specifier, rather than blame the trades, because I think he has recommended the...
