I have almost exactly the same problem – except my walls are solid concrete. I can get the main layer of gypsum plaster off, but the last bits are really tricky, particularly where it is filling gaps. What worked in the end for you?

I'm trying to identify if the plaster on this wall is sand/cement or gypsum plaster. The wall is poured concrete (c. 1930s). Then there's a thick sub coat which is brown/pink with crystals in it. Then there's a thin pinkish top coat, and then a few layers of paint. This picture is a section...
