Thanks for your reply, im thinking there could be a reason why it was capped off, i will get a sparky to look at it to see if it can be reinstated, i am confident in rewiring like for like socket or light fitting as i have done previously, but looking at this wiring im not sure how i would do it...

Hi There, I have an old double socket located in the kitchen which currently has a blanking cover on it, and I would like to make it useable to have a double socket if possible, please see attached photo, I would appreciate any advice, Thanks.
