When u mean highest setting do u mean 'Maximum' setting? Wont that mean my room will get really hot?

Is the rad the top and bottom horizontal part of the radiator? If this is causing the problem, any suggestions on fixing it, i.e. changing the radiator? I also have a thermostatic radiator valve at one end of the radiator. Cheers
