Assuming you don't have/can't get the plans the best idea would be to get a Structural Surveyor in to look at the work and tell you where you stand ~ after that answers to the rest of your questions will fall into place.

Before getting too far into the design process I'd speak 'unofficially' to your local planning department and ask them what could be done within the bounds of PERMITTED DEVELOPMENT rather than FULL PLANNING PERMISSION.

We are about to move into a property which has a couple of rooms which have cork floor tiles which we'd like to do something with. Can they be painted, used as the base for wood/laminate flooring as reading other posts on cork tiles, I'm not looking forward to removing them. Thanks Steve B.
