Thank you for all your responses. To clarify - I CAN access the meters, but not the fuse box it's attached to. I have already spoken to the management agents who say the freeholder does not have the key. The DNO sounds hopeful so maybe I'll have some luck with them. Thanks again for all your help

I live in a block of flats where the electricity meters live in the basement. I have had a problem with my electricity supply and my supplier (NPower) have advised that they need to change the electricity meter. They have so far been unable to, because they do not have the key to the fuse box...
