I managed to get it all off, trouble is the floor is so dusty now even after sweeping out a few times still loads of dust. Is there anything i can seal it with, or should i just paint it?

My new double garage floor was sealed with PVA before it had dried properly, now it is starting to peel off in places, is there a easy way of getting all the PVA off so i can paint it with floor paint.
