The flashing is 13 years old, sound underneath, how best to clean renaining paint off?

Hi everyone, can I have some advice please. How to make old tired flashing look good? How to clean it safely, what to prepare it with and what to paint it with? Any ideas will be recieved gratefully. Thanks. :D Its all intact just needs sprucing up.
