most vinyl sheets are nowerdays just attached around all edges with doublesided stickey tape. then easy to replace at a later date if needed

I have a top flush toilet with a bottom fed which is about 5 years old. The water constantly trickles into the pan then every so often the water fills up for about 3 seconds then shuts off. Will the problem be in the inlet valve or the siphon area?
