    I understand the key cannot be turned in the euro lock unluss the bolts/hooks are fully extended but the problem is they cannot be extended at all (when the door is open or closed). Pushing either handle up does nothing, the handles go up but they do not engage the mechanism at all, nothing...

    You’ve misunderstood or I haven’t been clear enough. This is a uPVC door with multipoint locking. To my knowledge you have to push the handle up to activate the locks, only then can you use the key to lock the handles. My problem is that pushing the handles up do not activate the locks.

    It's not my house yet so I don't have access. I thought the same though... sounds like the foul run goes into side of chamber at high level and waste then drops, via gravity, to invert level, splat, (rather than having a proper back-drop detail). I will see if I can speak to the surveyor...
