Is this a Termo stat removeable valve? translated :) there is one on the left side, ill have to drain the sys and take the rad off though? is it? or can it be done another way?

Hi all, I have a strange problem, one of the lower ground floor radiators is completly cold and both pipes leading up the wall to the upper floor are also stone cold. Sounds like this isnt a thermostat but not sure what to do?? tried bleeding it, but no trapped air ... Any ideas? Thanks in...
