@woodbine does it cost much to run? i know its a difficult question to answer however i only need to heat the water from 30c to 40c and it will only be required for around 30mins a day for 2-3 months of the year.

The ASHP does have but it uses degree mins to calculate if its required to turn on the element or attempt to run the pump to add heat. i have had the degree min settings adjusted a few times with varying results. I think the main issue is that the pump is too small for the property.
