What is this under my fuse/meter and who do I need to contact about it?

Forgot to say that it's dry now. Only wet/soggy after using the steamer but reacted differently than other walls

Removed woodchip from the wall above the window and it was wet to touch with the paper soggy. The rest of the room has come off normally as expected Wondering if it's damp and if we can replaster/paint straight away

How do I go about unblocking this shower? Can't find where the water runs off or how to remove the drain
