Lower valve does have water but it's a strong spray of water. Upper valve has alot of water to the point I keep stopping it as I don't know if, when or if it should stop

Hi. I have asked husband to pressurise the boiler as he does every year nut this year it is not working and he does t understand why. He's determined to figure it out but has had to nip out for an emergency work call. That could be anywhere for 1-8 hours and I'm getting cold. Could anyone help...
