I tried taking the platic head off but the radiator lifts up about 1cm and I don't want to cause a leak and have to call out a plumber

My radiator in my kitchen will not turn off or go up, at the moment its about three quarters of the way round and will not shift. I have tried brute force and ignorance, a towel to get a better grip. I've turned the heating off to cool it down, it didn't work. Have you got any ideas? Thanks...
