Are you sure the pipe is 38mm, they are usually 32mm,40mm or11/4 or11/2, regardless you need to get a strap boss suitable for the pipe diameter you intend to let into the stack, you will need to drill a suitable hole in the stack(don't buy cheap holesaws or you will be there all week drilling)...
