The quality is good, I've been using my mid rise scissor lift for 2 years now, hadn't any problems.

6" concrete would be enough to handle even 2 post lift, I myself with around 6" concrete floors am using this in my garage http://www.finestgarageequip.com/car-lifts/scissor/ and it seems to be holding just fine.
