Its best to first remove the paper using steam, try not to use the scrapper too much - if the plaster is old you may chip or damage it by scraping. You should then sand down the plaster where it seems rough. Then fill in any holes before re-papering. In very old houses I do not recommend...

Hey, I have a steam cleaner. I have to say although they work well I do not have enough use out of mine to make it worth the money! Make sure you think hard about this purchase before buying!

Top job! Reminds me a lot of my first house, that had to be completely renovated and took 6 months and all of my spare time. Well worth it in the end though. Steve
