Already taken a load of water out of one radiator. I'll try another. I've attached a picture as I'm now having doubts as to what is "on" and "off". Is this right?

Rushed around the house bleeding radiators and still no difference to the pressure (3)? Thanks a lot for your help so far by the way. Keeps sporadically making a noise now?

We have a Potterton Promax System HE Plus. Error code E1 19. As that's the code for the boiler's "low system pressure" I've done the usual open right black tap and slowly open left black tap (Which took some doing - as very stiff!!) When this happened oi our old house you could then hear water...
