I think it has actually been around 40 years that the other stuff has been on for, so it obviously works.
The fibreglass is in a bad condition and split in various places, so I was thinking of going over the whole thing with a new sealant but thought I may need to rip it all off and start again on the concrete. ?

First:
They are concrete with some sort of painted fibreglass (?) sealant. (which is leaking)

Easiest way to sort it out given you have no back alley access.
Get a tarp or a load of old carpet (freecycle)
cover the area until early next year.

Sounds ok to me. Probably would use water based paint myself, but if your ok about touching up I guess it will work.
With the floor I would just mix up a little cement & fill in as you would do plaster filling & then sand & paint. keep it simple.
If your going to re-paint the wood on the stairs then why not use a stripper solution & then a quick sand down. - Mask off the edges to protect the woodchip.
I'd like to completely strip the victorian staircase in my house.
I've done most of the actual stairs & sides however I'd like to do the bannister & spindles as well. It would make sense to me (?!) to have the spindles dipped & then replace them.

yes the plaster is old/lime/horsehair type stuff. & I was planning on packing between the joists as you mentioned, but other posters seem to think this...

yes there are some cables between the joists, but these can be re-routed relatively easily as they are all "loose" - cheers I didn't know that.
yes there is a little damp in the cellar, nothing too bad, but it does attract some mildew(?) and white fungus type growths...
