    Toilet bowl not filling up - why?

    Hi My daughter has just had a new toilet fitted. It flushes OK but only fills up the bowl to about 1/2 way - I have unattached the vertical plastic siphon, had a good look round - I cannot see anything blocking the outlet. The cistern is filling to the correct line. I am puzzled. ...
