My main concern is that as it was only 10 hours work, for 2 people, and that they've said reskimming is not needed, and would have take just as much resources and time as filling and sanding, that I've been taken for a ride.

They said it wasn't rising damp, as it didn't seem to be behind the skirting. Just slightly above. Which coincided with cracks in the internal plasterwork that ran from the window sill and down the internal wall.
The skirting is dry, and the wall behind it was dry.

I have checked this, and can see there's no obvious flashing between the bay roof and the house wall.
It all feels like brick/mortar. Apart from that "squidgy" bit by the wall.

@JohnD I have gone up a ladder to look at where the bay roof meets the wall, there are no obvious large cracks, however the paint on top of the bay roof, where it meets the wall is a little "squidgy" compared to the hard concrete feel of everywhere else on the bay roof.

I had no idea who to approach, that's why I went straight to a damp "specialist".
So, you both think that the whole issue of damp in the window bay (from window sill to the ceiling), and the damp all along the internal front wall to the front door could be from the window bay?
I was thinking it could be two separate issues.
