Is the wall double brick veneer?

I have a discoloured (damp?) bricks on my external wall. Not sure what could be causing this. Is it likely a direct cause from the missing grout between tiles from the shower directly above? Shouldn't the shower be water proofed? Also would like to know why the damp is half way up the wall...
