council repairs left my sink and units like this telling me its completed

is this wire safe the council repairs put a so called new kitchen sink in and unit that wire wasnt like that before repairs started also I have a leak from ubend right by that wire I cant put a bucket underneath because they have put a shelf there about a centimetre from ubend

please tell if this is safe council repairs made a terrible job of my kitchen when they put new work tops on these two pipes hot and cold water pipes have been knocked out of wall and under the sink I have a leak from ubend which council dont class as an emergency and also an earth wire showing...
