As regards to the re-wire. It can be done as a DIY task but it is not easy if you are living in the house. First thing you need to do is go and talk to the local council building inspectors and ask how they and you can best work together to do the work. Ask for their advice but be strong that you will be doing it as a DIY project. Most often they will be pleased to help those with a genuine intent to do the job properly. But you may get a bad one.
What you do during the re-wire to keep services on can be temporary and as long as it is safe it does not necessarily have to comply with all the regulations ( check with the council ).
It may be a idea to have your new CU fitted and connected to the supply before you start work. Then you can put the new wiring after being tested properly onto the new CU. This will minimise disruption in the house. ( again check with council and supply company )
