    Dual tariff unit

No, it won't magically switch. You can get external contactors, so I would go with one of them, switched by the signal provided...

wiring up a lighting photocell without a neutral wire?

They don’t need neutral, but you must use an incandescent lamp. Sadly no battery to charge. The second the bulb fails or the power goes off, they loose their memory

Gas main earth bonding has been removed

You would like to hope an EV installer would fix easy and dangerous things when pointed out to them. All of 10 mins to sort. Don’t they have some basic checks / forms to fill in. Says a lot about the ev cowboys too

    Kitchen lighting ideas?

Yeah I am liking the panel lights from Www.lights.co.uk 16% off at present. Common to have 13% off offers Got 4 of them now. Over 3 rooms. First 2 purchased in 2021 When replacing 6ft tubes I did have to make the plaster look tidy on the ends. Light output is great. Can’t believe the spread...

I wouldn’t expect grey. That cable (well mine anyway) was around long before 2004 Annoyingly mine has twin blacks I suspect yours is from the 80’s. And mine from the 90s. They used white black for zone valves in the 80s. ACL. Whwre now they use orange grey

Do yhe first floor sockets work? Wonder if that cu is mislabelled ! Could test some of the switches on the left to see if they do what they say. By turning them off. Have you seen the boiler light up since you have been trying?

    New thermostat wires

Well I think you have drilled thru a cable by the stat. May as well take the stat backing off the wall and see if you can see anything thru the hole and if that cable moves freely

    New thermostat wires

well I think you have done some damage to the boiler, or something. Very difficult to tell from here. You will probably have to get a profesional out. But if you post some pictures of the boiler, timer, switch by boiler, consumer unit someone may have some bright idea's or things you can try...

    BT phone line/service 'upgrade'

You can also wirelessly connect a BT/EE handset to the router. Given the amount of router changes, I think the handset would only end up as E waste in 2 years time, so don't even want to spend £5 on one lol !
