    Slightly different if the closure is the left lane, so the queue is in the right one. Going up the left lane could be considered undertaking, apart from the "traffic moving slowly in queues" argument.

    IMO the problem is that merge in turn hasn't yet got into the consciousness of the motoring public.     About the video - if I'm not mistaken an early stretch of the M1, Watford to Crick, built by Laing in the late 1950s, was originally concrete but later dug up and replaced with tarmac.

    A filter is very useful for sampling the water to do an annual bright wire nail test, and for adding more inhibitor if needed.

    Yes, it's a myth that they came to help Britain. They came to get work and a better life here. There's nothing at all wrong with that, we're familiar with Adam Smith's work, but they didn't come out of altruism.
