    Borrowed Neutral can do that too on circuits with dissimilar lamps (Bulbs come up in spring and don't light up when you stick them in a lamp holder). If you have low quality control gear in the CFL's then you can get discharge from this and it will mess with LED lamps...it's a real pain.
