As far as I know, OctopusWatch gets it's data from Octopus, rather than directly from your meter, so if you splash out the couple of quid or so it costs, you can easily check every couple of days if Octopus are getting readings from your meter.
I find it a really useful app myself.

Why not just put the new joists half way between the old?

I would concentrate on insulating the sound coming from next door into your underfloor (sideways), and not worry about stopping sound coming up into the room from under your floor (upwards), so I wouldn't be trying to sound insulate anything other than the edges of the underfloor
I'm wondering if there might be a misunderstanding here about the direction the sound is travelling.
Is it that the sound is coming sideways from rooms in the house next door?
If you have wall cupboards above work surfaces, then LED strips under the cupboards at the front, work really well in our kitchen.
We've also run LED strips around the wall-ceiling meeting place to replace downlighters, which replaces the fluorescent strips really well.
