Meter read 189768 last night. Few toilet flushes and some hand washing, tooth brushing and this morning it reads 189793 Doesn't seem like a leak is causing the issue?

My meter hole is clear, tap is a threaded open and close, is fully open. My neighbours meter hole is half full of water but my meter hole is clear. Seems to be no leak in the house where they worked and if there was suddenly one under ground id not know, it's all insulated and flooring on top
