If it's plasterboard, you might find that you can pull the cable out if you first remove the plaster around each end of it.
One thought - if the built in cupboards are on external walls, they will provide an ideal environment for damp and mould (unless you insulate the wall behind them)
So maybe if you look at the diagram, and identify which ingredients of the dogs dinner you want to replace, then it might be possible to tell you if you can feed it from the inside...

As far as I know, OctopusWatch gets it's data from Octopus, rather than directly from your meter, so if you splash out the couple of quid or so it costs, you can easily check every couple of days if Octopus are getting readings from your meter.
I find it a really useful app myself.

Why not just put the new joists half way between the old?
