If the boiler can't circulate water won't it burn out?
Mate did the same and boiler burnt out same day.
I thought they just stop working if they get too hot but his was toast.

You can mist water over and chuck a damp sheet over layed slabs if you are worried, but I'll probably mist with water and chuck a tarp over.

I think that some in the trade don't always agree with the damp survey companies.
I know I don't.
What you need to do is educate yourself and try some things first and see how things go.
You may find you solve your problem cheaply.

There are companies that will strip paint from houses. You can also use chemicals like peelaway paint stripper.
It might be the case it would be better just to remove the render and start again.
Do you have lime render on the house?
Gardz is a sealer.
Peel stop is a binder but also seals.
They are not the same although cross over.
In all my years I've never used peel stop because I scraped off anything loose.
Use a glass scraper.
Wood chisel.
Wallpaper scraper.
Anything you have that's sharp and get the loose paint...

Id never stick a chalky contract matt on a wall.
Minimum id use a vinyl matt or anything with acrylic or better resins in.
Smother. Sticks better.Seals.
You can buy obliterating emulsion but I've never needed to use it.
I would of expected 3 coats of undercoat would be enough to cover anything.
If you are struggling go with a gray undercoat before a white.
I find it easier to take doors off and lay horizontal as you can get more paint on without runs.
Other option is to paint and get a summer fan blowing to dry paint as less likely to get runs
