    To be honest, if I bought a house in that situation I'd assume the fence was the boundary and then do whatever I liked on my side. I don't think the neighbour has done much wrong there. Obviously if they were subsequently rude about it after being told then that is another matter.

    "draftsight is not free..." Sorry, my mistake. Looks like they have changed their model. Was free last year. LibreCAD is free. Not as good but still OK. Works in quite a different way to AutoCAD so a bit of a learning curve but easy enough to use

    Jigsaw recommendations for DIY-er please

    Very happy with my makita. Not sure of the model number. Its way better than cheap green Bosch it replaced. Cuts faster and straighter, and its much easier to change the blade. Probably over budget new but I got mine second hand in great condition.

    You could consider a recycled plastic board like stokboard. It can be cut and fixed like OSB and will be 100% waterproof without any treatment. Quite a bit more expensive but you'll only need a couple of sheets so may be worthwhile long-term

    No one will ever measure it unless a neighbour complains, and even then they probably won't. I presume you neighbours are OK with it if you have been through consultation. If its literally a few mm then that is within building tolerance anyway.
