I'd bypass the TMV Then move cold from ICG... Even with plastic fittings temp to see if it eradicates the problem ;)

Depends but new homes now have these fitted if its under the bath you can isolate the cold and the hot should stop running as this is the anti-scald protection. And they do fail btw, so should be tested at least annually. Post a photo. It's another place where hot and cold are mixed so...

Blending valve mixes DHW with cold at the outlets to prevent scalding! This is a potential culprit!

    Water hammer from unvented cylinder

I was thinking the same mate. Without installing additional expensive components, Repipe it to take cold from main to ICG and cap outlet. I also thought... As this is a new build, are there blending valves installed, under the bath etc? Edit: have we also confirmed if the EV is on a flexi or...

The balanced cold take-off on the ICG is before the NRV, so the hot usage should not make a difference to the pressure on the cold side of the ICG.

    Water hammer from unvented cylinder

Where does the hidden connection from the control group go? Can't see from the photos! The pipe off the back of it... Does that go to the EV or balanced cold? Where is the EV connected in?

    Water hammer from unvented cylinder

What make and model uv? What make and model control group? Is the hot and cold balanced and both taken off of the control group? Is the EV taken from the correct port of the control group? Have you tried depleting the cylinder of hot water and seeing if problem occurs with a cold tank? Some...
