Starting to think I've found the issue

Just looked it's actually a centre pivot. Also at the top flashing or surround or what ever its called is a red clip either side.. these weren't pushed in and the trim/flashing was loose . I've pushed them in now

12 degrees according to the velux app. Google says 10-20 degrees minimum
