If you really wanted to do it, you'd be best ff bead blasting the rim, filling all the pinholes and crevices with filler, sanding and etch-priming. Then paint whatever you like over the top, but it's much easier to go to a tyre place and ask them to use the stuff that Mottie mentioned.

I'm not sure many garages would only do "oil and filer" if you wanted the service book stamping. They'd be liable if anything that was on the manufacturer's service schedule wasn't done and subsequently failed. Obviously, a lot depends on the car and its age and value. By the time they're 10...

I'm a big fan of the "Italian tune-up". With turbo diesels, I have a theory... Oil gets into the inlet tract, mainly because, (as you've seen) it gets past the turbo seals, and via the crankcase breather. It enters as a hot mist and, (in theory) goes back into the engine and gets burned...

Be REALLY careful with that! The "Official" range for one of those, is about 200 miles. Realistically, you'll do well to get 150 (obviously depending on what sort of driving you do, how much load you carry, and the time of year). Round town, lightly-laden, you're likely to do better than 150...

As others have said, they rely on the user switching them to the 4 MPH setting when not on a road. Tax is rarely an issue, as most will qualify for DVLA's "disabled" tax category. The government recently consulted on amending the law for "powered mobility devices" and it's a knotty and nuanced...

Nobody's banning petrol. They're banning the sale of new cars that run on it. Ultimately, petrol will ban itself when we run out of oil, but if you're keen enough, and have deep enough pockets, no reason why you can't use synthetic fuel to keep a classic running forever!

Maybe have a look at the passenger carrying version of that vehicle, if there is one, and see if there's a plastic moulded infill piece fitted to the backs of the seats on those? If so, get a pair from a scrapper.
