I would not have thought so as it does not show a lip of any kind on the sleeve. Unless it is tapered which I doubt. Just looks like limescale around where the sleeve passes through the plate so perhaps that is what is holding it. The Allen key and hole in diags 1 & 6 are a bit confusing though...

I think it is probably usual just to have wall plate on internal leaf because that is what you would have to do for a pitched roof.

Yes I would have thought you would have been able to screw one of them to the edge of the facia boards after painting. You may need to mastic the edge next to the wall to form a seal but could be ok just butted up to the render
