    Do you actually mean a manhole? They are large (18" by 2'6") whereas the covers for water meters are much smaller, no more than 6" on a side. Water meter covers are quite easy to lift.

    Surely it depends on how near the top the OP can get. A single wedge 6" away from the bottom will be a problem. But one there, another two boards up and another a further two boards will limit the leverage and may be sufficient..
