I think that looks like one of the newer ones, if so, then it’s fine. The older types had the cover sealed all the way across. If the pcb housing is fine and the cover forms a seal all the way around the outer edge then it’s fine. They’re only classed as At Risk as there’s no current danger...
Unless it has voltage reading capabilties then please dont as theyre useless for what you need.

Salvageable imo. Might need a new back rail, but ultimately looks like the condense hose has failed (common on this year/model), it even looks like it’s not attached and, if that’s the case, then your boiler man should have turned the boiler off and issued a do not use sticker and warning...

Yes it can be reduced in size to not less than 75mm for single or 2 storey properties. Or perhaps change the air admittance valve on the other one for the 110mm on existing and vice versa.
